FUEL QUALITY

FUEL QUALITY
Fuel quality is a very important issue in oil industry. All companies serving fuel shall have a quality assurance system to supply clean and high quality of fuel to their customers.
It shall be ensured that the fuel quality from the point of manufacture to the distribution system is maintained. Fuel shall be transferred by dedicated marine vessels, road bridgers and via dedicated pipelines to the end points. If the fuel is to be pumped via non dedicated pipeline additional testing shall be conducted to ensure that there no cross-contamination has occured during the transfer.
It is very important to take samples during the discharge of fuel. If the fuel is transferred from dedicated pipeline, samples shall be drawn from the pipeline at the start, middle and end of the transfer and a control check shall be conducted. When the fuel is received by dedicated bridgers minimum 10 minutes settling time shall be considered and right after, control checks shall be conducted. The fuel shall be taken into glass jars for visual control check and it shall be ensured that the fuel is free of water and without solid particulates. The measured density of the fuel shall comply with the result of the Release certificate of Quality. When the results are not within the limits contamination shall be suspected and the fuel shall be investigated.  If water and solid matters are found in fuel, 3 more samples shall be taken until satisfactory results are found.
If the fuel is received by dedicated marine vessels a middle sample shall be drawn from each compartment and a control check shall be conducted.
Before fuel receipt in fuel facilities responsible staff shall check the quality documents of the fuel and perform the control checks.
