FUEL QUALITY THROUGH PIPELINES
Fuel quality shall be maintained from upstream to downstream points of fuel transfers all the time. The operators have to monitor pipeline operations during transfers and work according to procedures. Any fuel contamination possibilities shall be considered between at ingress and egress custody transfer points, therefore site specific procedures, good practices and experience shall be implemented.
Fuel quality shall be ensured at refineries by preventing contamination by other products manufactured at the refinery. Fuel shall be transferred through dedicated, segregated pipelines. Where it is not possible to transfer fuel through segregated pipelines in other saying if fuel will be transferred through non-dedicated pipelines, the residual of the previous products shall be flushed before delivering jet fuel into the pipeline.
Fuel quality shall be maintained from point of manufacture through all the distribution system therefore consideration shall be given to the equipment as manifolds, deadlegs, pumps, valves etc. installed on the pipeline.
Fuel quality shall be controlled during fuel transfer. Control checks shall be conducted 1 minute after the transfer starts, in the middle of the transfer and at the end of the transfer. Fuel shall be clean and without particulate matter. If large amounts of water and particulates are found fuel flow shall be stopped and the pumping station shall be informed.
The shipper has the responsibility of the fuel going to be pumped through the pipeline, he has to organize all necessary documents as Refinery Certificate, Release Certificate of Quality, Quality of Analysis and Recertification test. These documents shall be sent to the receiving point.
