FUEL QUALITY MANUAL
All the companies serving oil products to the industry shall have a documented and maintained quality program to assure fuel quality and operational standarts. The companies shall review their quality program regularly and keep the program updated in order to ensure compliance with the international standarts.
The companies shall make sure that the operators assigned for different positions are conducting their jobs in accordance with the procedures and regulations written in the fuel quality manual.
The fuel quality manual shall describe the responsible persons and their duties as well as the authority to maintain the fuel quality standarts. The procedures of every process shall be documented and clearly described in the quality manual.
The fuel quality manual’s first page shall indicate information about the date of issue and the date of last update. The signature of the authority or person who has approved the quality manual shall also be demonstrated.
The fuel quality manual shall also include a process of management system where the processes to identify the problems are assessed. The relations between different processes and works should also be described.
All the procedures to ensure safe and on quality fuel shall be documented. Issues related to handling, operations, fuel quality and safety, staff and environment shall be clearly identified.
Procedures and documented methods for receipt, transfer and transportation of fuel, handling of storage tanks, tanker loading, handling of contaminated fuel, observed safety hazards, product quality control, equipment calibrations, trainings of the staff, data controls, emergency response plans, and for HSSE shall be available for all staff doing the work.
The fuel quality manual is the main and most important document of the company to conform with the international standarts.
